(PDF, 50KB) The Three Diseases Fund (3DF) was an US$136 million multi-donor fund (2006-2011), which aimed to resource a programme of activities to reduce transmission and enhance the provision of treatment and care in HIV/AIDS, tuberculosis and malaria for the most in need populations. The final evaluation focused on the 3DF as a whole and investigated the impact of the 3DF and who has benefitted; the influence of the 3DF on the operating context in Myanmar; and, 3DF value for money. The 3DF has provided a large share of the funding for the national programmes to prevent and control all three diseases. Without the 3DF, the health needs of thousands of Myanmar people would have gone unmet. The 3DF supported substantial service provision including:
The 3DF also contributed to relationship-building and partnerships with the Ministry of Health at all levels and it was the first major donor who provided funding directly to local nongovernmental organisations and community-based organisations to help provide HIV, tuberculosis and malaria services. The Three Diseases Fund - mid term evaluation 5 November 2009 The Three Diseases Fund Board welcomed the detailed analysis and recommendations of the independent Mid Term Evaluation Team in November 2009. The evaluation was a comprehensive exercise conducted over a period of four weeks from June to July 2009, involving two field visits, interviews with over seventy stakeholders and extensive document review. The overarching conclusion that the Three Diseases Fund has performed well and has made a significant contribution to the containment of the three diseases epidemics is testament to the commitment and hard work of the Fund Management Office, Implementing Partners and Ministry of Health. The Fund Board extends its sincere thanks to all the partners and key stakeholders of the Three Diseases Fund who took part in the evaluation and who have worked together to make an impact on the diseases epidemics. The Mid Term Evaluation highlights that there is still much work to do to achieve greater impact. The Fund Board responses to the recommendations of the independent Mid Term Evaluation and the action plan are outlined in the linked file below, and show how this agenda will be taken forward. The findings of the Mid Term Evaluation were presented at the Three Diseases Fund Annual Review meeting on 14 October 2009.
